Hellenic Caucus Congressmen Worried About Erdogan’s Behavior in Occupied Cyprus

With Turkish leader Recep Tayyip Erdogan embarking on another spate of provocative actions in the Mediterranean of late, including taking a tour of Varosha in occupied northern Cyprus, members of the US Congress’ Hellenic Caucus have grown increasingly alarmed, sending a letter to Secretary of State Mike Pompeo yesterday in protest.

U.S. Rep. Carolyn B. Maloney (D-NY), co-chair and co-founder of the Congressional Caucus on Hellenic Issues, and U.S. Rep. Gus Bilirakis (R-FL), co-chair of the Congressional Caucus on Hellenic Issues, along with 21 U.S. representatives, took the lead in sending the letter to Pompeo.

The missive, sent on Monday with the backing of the American Hellenic Institute, condemned President Erdogan’s active support for a two-state solution in Cyprus and as well as the illegal reopening of the beach in Varosha.

Congresswoman Carolyn B. Maloney, the co-chair and co-founder of the Congressional Caucus on Hellenic Issues, and Congressman Gus Bilirakis, the co-chair of the Congressional Caucus on Hellenic Issues, led 21 of their colleagues in a bipartisan letter to Secretary Pompeo urging the State Department to hold Turkey accountable for its illegal reopening of the beach in Varosha and to condemn President Erdogan’s recent rhetoric in support of a two-state solution for Cyprus.

In the letter, the Members state, “The United States must hold Turkey accountable for its illegal actions in Varosha and demand that the Turkish government immediately remove and prohibit anyone from occupying the area. Without tangible repercussions from the United States, President Erdogan will continue to operate as though he can act with impunity.

“Cyprus is one of our most critical allies in the region and the United States is obligated to be engaged on the Varosha issue and actively oppose President Erdogan’s desire to create a two-state solution in Cyprus. The United States government must make clear to President Erdogan that rhetoric promoting a two-state solution in Cyprus, or any action advancing such an agenda, is unacceptable.”

American Hellenic Institute President Nick Larigakis stated in support “We applaud Hellenic Caucus co-chairs, Representatives Maloney and Bilirakis, for their lead on this issue and for securing the bipartisan support of several of their House colleagues.”

Turkey is “Repeated Violator of Rule of Law”

“Turkey is a repeated violator of the rule of law. Congress must hold the Turkish government accountable for its illegal activities and inflammatory rhetoric that destabilize the Eastern Mediterranean and are not in the best interests of the United States,” he added.

In addition to Reps. Maloney and Bilirakis, the letter enjoyed the bipartisan support of U.S. Reps. Brian Fitzpatrick (R-PA), Jamie Raskin (D-MD), Barbara Lee (D-CA), John P. Sarbanes (D-MD), Frank Pallone, Jr. (D-NJ), Chris Pappas (D-NH), James P. McGovern (D-MA), David N. Cicilline (D-RI), Jim Costa (D-CA), Brian Babin, D.D.S. (R-TX), Steve King (R-IA), Brad Sherman (D-CA), Dina Titus (D-NV), Josh Gottheimer (D-NJ), Mario Díaz-Balart (R-FL), Danny K. Davis (D-IL), Donald Norcross (D-NJ), Zoe Lofgren (D-CA), Adam B. Schiff (D-CA), Christopher H. Smith (R-NJ), and Ted Deutch (D-FL).

Rep. Bilirakis Weighs In

In his own remarks, longtime Florida Representative Gus Bilirakis noted: “Recep Erdogan has continued to play games with the fate of the Cypriot people, and his recent opening of Varosha is a blatant attempt to prevent the reunification of Cyprus.

“The United States and the international community must hold Turkey accountable to international law and even its own word as reflected by its support of United Security Council Resolutions 550 and 789. Fortunately, Secretary Pompeo and the Trump Administration have demonstrated strong support for Cyprus by outlining forceful policy directives, lifting the arms embargo, and personally visiting Cyprus.

“This Administration understands the critical importance of stability in the Eastern Mediterranean and has consistently demonstrated a willingness to protect Cyprus from Erdogan’s rogue actions.

“That’s why the US has permanently docked the USS Herschel “Woody” Williams at Souda Bay, conducted joint military exercises with Greece, enhanced the relationship between Greece, Cyprus, and Israel, and condemned Turkish violations of Cyprus’s EEZ.

“President Trump has not been shy about imposing tariffs and sanctions against Turkey for its prior bad acts, and I am certain, in accordance with the directives in our letter, he will continue to fight for civility, justice and stability throughout this region.”

Newly-Elected Representative Malliotakis Lends Her Voice

Congresswoman-elect Nicole Malliotakis, representing New York’s 11th District, also issued a statement regarding the matter on Tuesday, saying “This action by Erdogan is just the latest in a series of disturbing examples of Turkish aggression in the region. He has shown a disregard for International Law and unwillingness to respect neighboring countries. We urge our federal representatives to join us in condemning these actions.”

On October 9, U.S. Senator Robert Menendez (D-NJ), the ranking member of the Senate Committee on Foreign Relations, along with Senate Democrats, sent a letter to President Trump condemning Erdogan’s illegal reopening of the beach in Varosha.

The American Hellenic Institute reached out to the Hellenic Caucus co-chairs, and to Congresswoman Maloney in particular, urging a similar initiative. The AHI then briefed Hellenic Caucus staffers with updated information about Varosha and the Cyprus issue.

AHI Legislative Director Elias Gerasoulis stated “We greatly appreciate the exceptional coordination of Congresswoman Maloney and her staff, and the steadfast support of Congressman Bilirakis, to execute a successful congressional initiative based on our advocacy.”

The full text of the letter sent by the Caucus is below:

Dear Secretary Pompeo:

We write to express our grave concerns over President Erdogan’s attempts to permanently partition the island of Cyprus, including Turkey’s illegal reopening of the beach in Varosha. We urge you and the Administration to publicly and unequivocally condemn Turkey’s actions and hold President Erdogan accountable for blatantly violating international law and threatening the sovereignty of the Republic of Cyprus.

On October 26, 2020, while at a press conference with newly elected Turkish Cypriot leader Ersin Tatar in Ankara, President Erdogan stated in reference to the reunification of Cyprus, “[A]t this stage, we believe starting talks on the basis of a federation will be a loss of time. Therefore, we believe a two-state solution must now be brought to the table with a realistic proposal.” President Erdogan’s provocative statement is unacceptable and contravenes the will of both Greek Cypriot and Turkish Cypriot communities. Both communities agreed in the 1977 and 1979 High Level Agreements to the concept of a bizonal, bicommunal federation set forth in multiple U.N. Security Council resolutions.

President Erdogan’s comments also contradict the position of the United States and the European Union. In 2012, the European Parliament issued a Written Declaration which called on Turkey to act according to U.N. Security Council resolutions and prior European Parliament Legislative Committee reports on the subject. The Trump Administration has taken steps to strengthen U.S.-Cyprus relations, as evidenced by your September 12, 2020 trip to Cyprus. During the visit, you stated that the United States is “deeply concerned” about Turkey’s actions, and the State Department affirmed “United States support for a comprehensive settlement to reunify the island as a bizonal, bicommunal federation, which would benefit all Cypriots as well as the wider region.”

President Erdogan’s attempts to permanently partition the island shortly after your visit is not only damaging to the prospects of finding a permanent and just solution to the reunification of Cyprus, but an insult to the State Department and your Administration, as the United States government has called for the resumption in negotiations to address the issue. However, Turkey’s contempt to show any genuine commitment to diplomacy, upholding international law, or respecting U.S.-Turkey relations should not be surprising. In 2018, President Erdogan directly threatened the lives of American troops fighting alongside our Kurdish allies in Syria when he said that he would give an “Ottoman slap” – referencing a potentially fatal martial arts technique – to the United States and explicitly singling out our military personnel as targets in his statement.

President Erdogan’s position on a two-state solution in Cyprus is not empty rhetoric that can or should be ignored. President Erdogan has already taken steps towards ensuring the permanent partition of the island through his actions in Varosha. On October 8, 2020 Turkey reopened the beach in Varosha, the fenced-in area that Turkey has occupied since 1974 after its illegal invasion of Cyprus. Turkey is in direct violation of U.N. Security Council resolutions 550 (1984) and 789 (1992) – both of which the United States and Turkey signed – that transfers the area of Varosha to the U.N. It is also in direct violation of the 1979 High Level Agreement that stated that priority should be given to the resettlement of Famagusta – the city where Varosha is located – under the authority of the U.N. Most importantly, this attempt to change Varosha’s status is significant because it makes any future resumption of serious reunification talks a near impossibility and helps President Erdogan achieve his ultimate goal – the permanent partition of the island.

The United States must hold Turkey accountable for its illegal actions in Varosha and demand that the Turkish government immediately remove and prohibit anyone from occupying the area. Without tangible repercussions from the United States, President Erdogan will continue to operate as though he can act with impunity. Cyprus is one of our most critical allies in the region and the United States is obligated to be engaged on the Varosha issue and actively oppose President Erdogan’s desire to create a two-state solution in Cyprus. The United States government must make clear to President Erdogan that rhetoric promoting a two-state solution in Cyprus, or any action advancing such an agenda, is unacceptable.

Such engagement by the United States not only promotes moral justice and upholds international law, but is in our best interests. Turkey’s illegal and unfettered actions, especially in recent years, are indicative of President Erdogan’s transformation of Turkey, from a rule-abiding, reliable ally of the West to a rogue state led by a leader with a nationalistic philosophy, Neo-Ottoman ambitions, and a complete disregard for following international law. President Erdogan is a particularly dangerous leader insofar that he is motivated by a religio-nationalism ideology, which is more clearly represented by his embrace of the “Blue Homeland” doctrine. The doctrine holds that Turkey will assert its own version – lawful or not – of its sovereign rights in the sea and land of the area using any means at its disposal.

The aim of this doctrine is to establish Turkey, with President Erdogan at its head, as the primary hegemon in the Eastern Mediterranean, North Africa, and the Balkans. This is inherently dangerous for United States interests and directly threatens the sovereignty of our two critical allies – Cyprus and Greece – in the geopolitical and strategically important Eastern Mediterranean. If the United States does not hold Turkey accountable for its actions in Varosha, its illegal campaign of aggression in the region against Cyprus, Greece, and our NATO allies, as well as its actions in other conflicts – such as its continued support for Azerbaijan’s assault on Artsakh and Armenians in Nagorno-Karabakh – Turkey’s malign influence will continue grow and not only pose a threat to Cyprus, but the entirety of Europe as well as the United States and our national security.

As Secretary of State, we urge you to:

publicly demand President Erdogan to immediately cease and desist from his efforts to change the status of Varosha;
publicly reaffirm the United States’ commitment to a comprehensive settlement to reunify Cyprus as a bizonal, bicommunal federation;
hold Turkey accountable for violating international law;
maintain pressure on Ankara to reverse its stance on a two-state solution;
and remain engaged and ready to defend the security and sovereignty of the Republic of Cyprus.
